This page explains the first steps that EU citizens must take after entering Slovenia.

A citizen of the EU, EEA or the Swiss Confederation, has the same rights and obligations in Slovenia as a Slovenian business entity. However, as a non-resident of the Republic of Slovenia, prior to commencing operations, an EU citizen must obtain a Slovenian tax number, and in specific cases, a personal identification number.
Those that are entering Slovenia for more than three months need to get a document certifying registration of residence.  

Slovenian tax number

A Slovenian tax number is required for EU citizens, regardless of whether they want to perform their activity in Slovenia on a permanent or cross-border/temporary basis. A tax number is considered as a personal identification number. A Slovenian tax number must be obtained from one of the tax administration offices.
An EU citizen that starts to do business in Slovenia as a foreign person or acting as a company representative, needs to obtain a Slovenian tax number. 

How foreign persons can obtain a Slovenian tax number

A Slovenian tax number for foreign individuals can be obtained by following these steps:

Step 1

Complete the form DR-02 for obtaining a tax number for foreign persons.

Step 2

The person must attach a copy of their personal identification document. If a tax number is being obtained by an authorized person, the letter of authorization must also be attached. 

Step 3

The completed form and document copy can be sent to one of the tax administration offices or it can also be submitted in person. If it is submitted in person,  a tax number may be assigned immediately and the person will have obtained a Slovenian tax number. The DR-02 form must also be completed for those wanting to perform an activity in Slovenian on a cross-border/temporary basis.

An EU citizen wishing to establish a company or perform an activity on a cross-border/temporary basis as a foreign legal entity is legally required to obtain a Slovenian tax number.

Obtaining a Slovenian tax number for a foreign business

Step 1

A Slovenian tax number can be obtained for legal foreign businesses by completing the – DR-04 form.

Step 2

Attach:

  • The extract from the Companies Register/certified translation in Slovene,
  • a copy of a personal document of the director or a company representative,
  • a statement on authorization if an authorized person is obtaining the tax number,
  • the reason for obtaining the tax number.

Step 3

Submit the form and attachments to any tax administration office or send them to the tax administration office by post.
